Shiji Yang 97d6719ca7 uboot-at91: fix build failure with GCC 14.4 
It seems that GCC 14.4 will generate larger binary compared to the
GCC 14.3 on ARM32 platforms. We have to increase the maximum allowed
SPL size to fix build errors.
