* Set default meson buildtype to debugoptimized
* Add separate Codecov build and remove linux-meson-gcc-build build
* Set test buildtypes to highest optimization level possible

* Add subprojects_check meson option to skip the check_meson_subproject script
* Update documentation to remove references to git submodules.
