Move libuv to meson subproject wrap
...
* disable werror on libuv, it would fail otherwise
* ci.yml: use --werror instead of changing CFLAGS
* keep libuv optional but used by default

Move libzip to meson subproject wrap
...
* optionally depend on lzma, bzip2 and openssl for additional zip support
* add use_sys_libzip_openssl meson option to choose if openssl should be
used in libzip or not
* avoid optional dependencies on windows to avoid troubles
